In the Outlook app, a scheduled send will only work if your Outlook program is open at the scheduled time.  In OWA, you can set it and it will send out the e-mail at the scheduled date/time.  The computer nor Outlook needs to be open for OWA to send the delayed delivery of the e-mail.
